This intricate system relies on various substitutes, including truck deliveries, bottled water, large 'garrafones,' rooftop storage tanks, domestic filtration devices, specialized purification outlets, and informal delivery services. Such a scenario mandates daily meticulous planning and management within households, transforming water access into a routine of careful calculation. What appears to be a failure of existing infrastructure has, in fact, fostered a distinct spatial and economic culture where the responsibility for water provision is shifted onto individual households. This burden often falls disproportionately on individuals who physically transport, purchase, treat, and oversee their water supply, often amidst prevailing distrust in its quality, before it can be safely consumed.
